Irwin S. Hoffer Award

Background: This award was established in 1960 to honor Dr. Irwin Hoffer of the mathematics Department of Temple University. Dr. Hoffer rendered a great service to a small group of inspection employees of manufacturing industries in the Philadelphia area, introducing them to Statistical Methods of Controlling production processes, as Outlined in the Z1 War Standards manuals.

Purpose:  This award is presented for either (1) a distinguished accomplishment in stimulating the application of statistical methods or (2) a significant contribution to the understanding, application, and promotion of the philosophy of Statistical Thinking to improve business processes. Definition: The ASQ Statistics Division defines Statistical Thinking as the manner in which information is viewed, processed and converted into action steps. It is a philosophy of thinking, not a manner to perform mathematical calculations. Statistical Thinking utilizes the concept that all work consists of a series of interconnected steps which must be completed in order to achieve a desired goal. For success, each step must be investigated to identify areas of opportunity and improvement. The identification and minimization of variation in each of the steps will lead to achievement of the desired goal. Statistical Thinking is based on Dr. Deming’s management theory. The benefits of Statistical Thinking are realized on three levels: operational, managerial and strategic. Award Criteria: Nominees for this award must be members of the ASQ Philadelphia Section. The nominees must be dedicated to the philosophy of Statistical Thinking.

Nomination Process: Nominations must be submitted by Section Members. Nominations are submitted to the Awards Committee on the Award Nomination Form. Nominations must be submitted with proper documentation outlining the candidate’s qualifications: Name of nominating person ASQ member number of nominating person Telephone number of nominating person Name of nominee Telephone number of nominee ASQ number of nominee Current resume/biographical sketch of nominee Brief description of the accomplishment (250 words max.) Brief description of the impact of accomplishment (250 words max.) Selection Process: Nomination forms are reviewed, evaluated, and verified by the Awards Committee in confidence. A consensus of three fifths of the Awards Committee is required for recommendation. Should a nominee be a member of the Awards Committee, a subgroup not including the nominee will complete the evaluation and make any recommendations. The Awards Committee will forward their selection(s)/recommendation(s) to the section’s officers for their review, approval, and final decision. Notification of the Recipient: The recipient will be notified by the Awards Committee Chair.

Presentation:  The Hoffer Award shall be presented at the Section’s Annual Awards Meeting. Presentation of the Hoffer Award may not be made every year, if there are no qualified candidates for this award.
